This communication replaces information shared in Partners Provider Communication Bulletin #133 regarding I/DD State Funded Services.
Per Joint Communications Bulletin #J438 (https://www.ncdhhs.gov/divisions/mental-health-developmental-disabilities-and-substance-abuse/joint-communication-bulletins), the termination date has been extended to March 31, 2023, to align with the new Tailored Plan launch date of April 1, 2023.
Members currently enrolled in any of the services listed above must transition to State-Funded Residential Supports (I/DD and TBI) Level 1-3, Community Living and Supports, Day Supports, Supported Living Periodic, or another appropriate service by January 31, 2023. Providers should update their documentation and submit Service Authorization Requests (SAR) to transition their members to the most appropriate service. Members who have Medicaid should pursue Long-Term Community Supports (LTCS). State funds are limited and the payor of last resort.
In the event that those individuals enrolled in the above residential services for IDD & TBI on Jan. 31, 2023, do not meet the service criteria for Residential Supports (I/DD & TBI) on the basis of age and/or the individual’s SNAP/SIS score, Partners will submit the waiver request form to the state by February 17, 2023. Partners may reach out to the provider to request supporting documentation.
Family Living (Low, Moderate, High), Group Living (Low, Moderate, High) and Supervised Living (Low and Moderate) codes under Mental Health (MH) are not impacted by these changes.
