Reminder:  Joint Communication Bulletin #J240 – Medicaid Enrollment of New Behavioral Health Providers in NCTracks

On March 16, 2017, the Division of Medical Assistance and Division of Mental Health/Developmental Disabilities/Substance Use Services issued Joint Communication Bulletin #J240–Medicaid Enrollment of New Behavioral Health Providers in NCTracks. Per this bulletin:

Effective July 1, 2017, Medicaid behavioral health providers requesting an initial enrollment through LME-MCOs must be directed to NCTracks. These providers will be new to the LME-MCO network and do not have an active enrollment record in NCTracks. LME-MCOs will no longer enroll these Medicaid providers and transfer enrollment information through the Provider Upload process.

The current Provider Upload process will be modified prior to July 1, 2017. Prepaid Inpatient Health Plans (PIHPs) will no longer use the Provider Upload process to enroll new Medicaid providers in NCTracks. The Division of Medical Assistance (DMA) is updating the procedure for LME-MCOs to receive enrollment files from NCTracks.

Enrollment in NCTracks will generate three changes for new providers:

  1. A state-mandated application fee of $100 will be charged to Medicaid providers for all initial enrollments and reverifications. The Affordable Care Act (ACA) application fee of $560 may be charged to some providers.   1. State-mandated online training is required for all initially enrolling NC Medicaid and Health Choice providers. This training is online and provided through the Department of Health and Human Services (DHHS) contracted vendor, Public Consulting Group (PCG).
  1. Medicaid providers in some risk categories are subject to site visits as required by 42 CFR §455.432. and fingerprint based criminal background checks (42 CFR §455.434 Criminal Background Checks).

Further communication for state-funded providers will be forthcoming from the Division of Mental Health, Developmental Disabilities and Substance Abuse Services (DMH/DD/SAS).

Reverification of all behavioral health providers in NCTracks

Effective July 1, 2018, Medicaid behavioral health providers currently enrolled in NCTracks will be required to complete reverification/re-credentialing to update existing NCTracks enrollment records. This is required in response to 42 CFR 438.608(b), which refers to provider screening and enrollment requirements for all states participating in the Medicaid waiver program. During the next 12 months, we will be working with CSRA, DHHS Enrollment Vendor and Fiscal Agent to streamline the reverification process.

Reminder:  NC Community Psychiatrists’ Leadership Network Symposium, April 22, 2017

April 14 is the last day to get the special registration rate for the Seventh Annual NC Community Psychiatrists’ Leadership Network Symposium – Leadership and Management: Providing Measurement-based Integrated Care in Psychiatry. Reminder: Credentialing Training – April 18 and 19, 2017

As previously announced, Partners will be responsible for all aspects of credentialing for the Partners’ Network beginning July 1, 2017. In an effort to create a smooth transition, Partners is offering training on our new credentialing process to providers on the dates and times set forth below.  All providers are welcome and encouraged to send representatives from their internal credentialing staff to one of the four training sessions set forth below.  Registration is required.
