Fiscal Year 2020-2021 State Funded Services Contract Information

As Partners prepares Fiscal Year 2020-21 provider contracts, there is still great uncertainty about the allocation we will receive for state-funded (also known as IPRS) services. After years of funding reductions, Partners anticipates an additional reduction for state-funded services for the upcoming fiscal year and can only contract for the funds we expect to receive.

Partners continues to actively advocate for additional funding during this short session of the General Assembly. With a growing demand for state-funded services, we know that recent and anticipated allocations are not enough to serve those who need care. Should our funding allocation be better than we expect, Partners will adjust contracts accordingly.

FY 2020-21 contracts for state-funded services will continue to have an annual funding cap and providers should closely monitor expenditures in order to stay within contracted annual amounts.

(b)(3) Services and Medicaid Eligibility

Partners continues to work with our provider community to stretch the state funding that is available for members who do not qualify for Medicaid or other funding. We encourage providers to include Medicaid (b)(3) services, or other Medicaid services in their service array to assist Medicaid-eligible members.

We also encourage providers to work with county Departments of Social Services to enroll individuals receiving state-funded services in Medicaid if they meet eligibility requirements.
